Auto Update / BITS problem

My BITS service won't start. This causes microsoft auto updates to fail.
When I try to start the Background Intelligent Transfer Service I get the
following error:

Error 2: The system can not find the file specified.

Service Properties shows:

C:\WINDOWS\system32\svchost.exe -k netsvcs


I am running Windows XP SP2 with IE7. Has any one else had this problem?

Note, I tried to download and install BITS 2.0 update from Microsoft but the
setup said that my OS service pack had a newer version of the files.
So..............

I registered the following BITS dlls and all is well now:

\windows\system32\qmgr.dll
\windows\system32\qmgrprxy.dll
