Auto Update Disables Itself on reatart and every 5 minutes

I have a client with Windows XP Sp2 and all updates. If I set Windows
Update to be Automatic and then either wait 5 minutes or restart the PC it
resets back to off. I have tried enabling it via System Properties, The
Security Center and The Automatic Updates in the CP. I even installed
Windows One Care and enabled it there and it still disables itself. The
system is clean (Adaware, Spybot, Defender scans come up clean). If I run
Windows Update manually it runs fine.

Check the registry value for "UpdatesDisableNotify"

[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Security Center]
"UpdatesDisableNotify"=dword:00000000
