I have exactrly the same problem Master sever in the states and down stream
servers in Europe and Asia.
It would appear that in replication mode that the down stream servers take
all thier settings, including Language options from the master server.
This is the way WSUS works, the only options available on downstream
servers is replication source and synchronisation time. I do not think
there is a solution unless WSUS is hacked in some way and MS will not
support this approach. However there are more knowledgable persons than me
here who may offer a solution.
Lets hope the developers realise these shortcomings and correct in the next
release or 1st service pack for WSUS
