This is due to Windows Update controlling the rate at which Windows XP
Service Pack 2 is released. For the health of the overall Internet, the
Service Pack needs to be slowly released to machines.
The download of XPSP2 will eventually complete without any need for
interaction from you, and at that point, you will be asked to install the
update.
