automatic update client install requirements?

As I understood it the automatic update client is included in:
all windows 2000 sp3 and later operating systems
all windows XP sp1 and later operating systems
and windows server 2003

and.. it could be installed as a seperate download on:
windows 2000 sp2 (pro and server)
windows XP (no service packs) (pro and home)

However I recently came across something saying that it could be installed
as a seperate download on windows ME? is this true?

can it be installed on:
1) windows ME (yes/no)?
2) windows 98 (yes/no)?
3) windows NT4 (yes/no)?

on add and remove programs i have 32 security updates foe windows should i
hace them.
