Automatic Update Windows Server 2003

We have a collection of Windows Server 2003 servers. Automatic Updates is
set to ON, for each and every server. When a critical update is released,
some of our servers will promptly automatically download and install it.
Some of the servers will not. The set of those that will promptly download
and install (as well as the set of those that will not) changes from
critical update release to critical update release. Since the updates are
critical, we do not give the set of those that will not automatically
download and install much extra time to do so. For those slow (or unable?)
to promptly download and install, I log onto the desktop and navigate to
Windows Update with Internet Explorer and "manually" download and install
the critical update.

Below is the section of the WindowsUpdate.log of 18May2005 and 19May2005
from one of the set of servers that did NOT automatically download and
install KB898715, while the set of servers that did automatically download
and install did so on May 18 (download) and May 19 (install).

Why do some of the servers NOT promptly download and install critical
updates? If I gave them more time, do you think they would? Is it that the
Automatic Update servers are too busy? I've scanned the
WindowsUpdate.log's, but I can't make a lot of sense of them on my own.

I greatly welcome any feedback. This curiosity has been hanging over us for
a long time. I've scoured the web and newsgroups with Google, and am not
finding any satisfying information about this phenomenon.

My guess is that the last two lines of your log could be saying that:

Funny though I always thought it was the server which would do
the throttling.

If you want to retry it sooner try Run...

wuauclt.exe /detectnow

(Note: I'm not familiar with your OS. That command works with XP
though so I would be hopeful that it would work on yours too.

Also FWIW whenever I have used it there has not been another
wuauclt.exe already executing under any account, e.g. as shown
by using Task Manager's Processes tab with "Show processes
from all users" checked.)
