Automatic Updates - Error 0x800A0046

When I receive a notification that Windows Updates are ready to be installed
(icon in taskbar), I go to click on it and it disappears. I then go to
Windows Update website and it gives me the following error: Error 0x800A0046
- Please change your Internet Explorer Security Settings - Enable UserData
Persistence. When I go to do this, it is already enabled. I have clicked
the link to further solve the problem but all Microsoft suggested methods do
not work. Now I am having this problem on all 11 Windows 2000 Server
machines, whereas before it started with only one server. I am logging in as
the domain administrator on each one through terminal services and this
happens each time. However, the only way I can get Windows Update to work is
to log in with my user name (member of Administrators group). Any idea on
what caused this and how I can fix it?

What causes Error 0x800a0046

This error can occur if the user logon account is part of the Guests account or a
limited-user account, if the security descriptor does not allow have the
Authenticated Users to run Windows Update, or if the Impersonate a client after
authentication policy is missing Service and Administrators from the Users and Groups
list.

When searching for available updates on the Update site, you receive the 0x800A0046
error.
