Automatic Updates Isn't

Auto updates kicks off in the background but fails to complete. I found by
trial and error that if I stop both BITS and Auto Update services then
restart them then everything works fine in the background and all outstanding
updates are downloaded and installed. However any subsequent updates
(probably after a reboot) fail to work. Both services are set to start
automatically and they always show as started in the status field.
