Automatic Updates service not staying automatic

Hi, on any Windows 2000 SP4 box the "Automatic Updates" service keeps
reverting to a manual start-up type when the PC boots. I have tried manually
setting the start-up type to Automatic, and set the recovery to restart the
service on first, second and subsequent failures - but when the system
restarts the startup type reverts back to Manual. I have checked for any GP
that may be causing this, however there is none. Please help! Thanks,

-Scott

I use Windows XP Home Edition, Windows ME and Windows 98 SE. I don't know Windows 2000 at all.
