I had this same problem and found the answer in the Windows Update section of
this user group. Scroll down to Windows Update and then click the + to get to
Windows Update General in the pane at the left of your browser, and find the
thread named "Automatic Updates service keeps getting deleted". After you fix
the AU problem, you should be able to start BITS service. I had been
corresponding with a Microsoft Tech who told me to set BITS to startup type
"manual" and service status "started," which I did, and AU works fine now.
