I apologize. There are good reasons for rebooting promptly after an update
is installed (since it's possible that some programs may fail to run
correctly in the meantime), but there can also be good reasons to defer a
reboot, and it sounds like the UI isn't meeting your expectations.
If you're not in a managed (corporate) environment, and you're willing to
use Registry Editor to modify the registry, you can actually adjust the
default time between reboot prompts, between 1 minute and 24 hours. In fact,
it sounds like someone on your machine may have lowered the delay to 1
minute, which would be excessive in the great majority of cases. If you're
in a managed environment, and this is being set by group policy, you might
want to talk to your admin about modifying the policy to cut you a bit more
slack on the reboots. If you're not in a managed environment, you can fix
this by following the instructions at

to adjust the RebootRelaunchTimeout setting. I would encourage you not to
crank it all the way up to 24 hours, but 60 minutes would be a good
compromise, and it would reduce your frustration by a factor of 60.
