Nothing secret about it. Internet Options > Security > Internet > Custom
Level. Check the ActiveX controls list. You only get the pop up nags for
controls with the "Prompt" setting selected. Before you make any changes,
though, be sure you understand the ramifications of setting the controls to
"Enable". ActiveX is the primary reason for drive-by installs of malicious
BHOs.

Same place as mentioned above; just scan down the list farther. When you
come to the "Scripting" section, there are three controls. "Active
Scripting" is the JS control; set it to enable.

The settings are there, and easy to find. The hardest part is MSFT's
penchant for creating their own nomenclature instead of using the common
names.
