Background Intelligent Transfer Service (BITS)

When I try to receive updates I get an error.

Automatic Updates enables detection, downloading, and installation of
critical updates for your computer.
Background Intelligent Transfer Service (BITS) enables faster, restartable
downloading of updates.
Event Log logs Windows Update events for troubleshooting. To ensure that
these services are enabled:

I do all of this, restart my computer and it still doesn't work.

I go to Troubleshooting to see if I can fix it there.
I follow all of the things it tells me to do.
Restart Computer.
I still get this same error message.

You receive a "The necessary services are disabled or unavailable"
error message when you connect to the Microsoft Windows Update Web site
