You have some sort of keyboard program running that allows you to set
hotkeys. Hotkeys are keypresses that do a particular action, such as
opening a program. This is not part of any Windows operating system. If you
have an OEM machine like HP, the hotkeys program will have been
preinstalled. You need to look at the manual for your computer, either on
paper or at the computer mftr.'s website, and/or your Start>Programs menu,
or possibly even in Control Panel for the hotkeys program. Once you find
it, you can change the settings or even disable it. Another way people get
a hotkeys program is if you have a multimedia keyboard.
