Backup Error 0x81000014

During backup I get the following error message:

"there is not enough space on your windows disk to prepare for backing up
you files. At least 400 MB of free space is required to continue
(0x81000014).

best I can tell I have 70 GB free on C drive and 5 GB free on D drive.

I am trying to backup to an EHD with 400 GB free.

Any suggestions? Thanks.
