balloon and icon in system tray!

Please! Please! Can anybody out there help me with this problem?

I have a big white balloon that comes up in my system tray, every time I
load up the
computer. This has only been coming up in the last few weeks or so.

The balloon shows a yellow triangle with a black exclamation mark inside.
The balloon points to a square turquoise application icon with a red circle
and a red line across it diagonally, on a white background. This sits on
the bottom left of the turquoise application icon.

In the balloon, it states,

"Windows has blocked some start-up programmes. Windows blocks programs that
require permission to run when Windows starts. Click to view blocked
programs."

I did this and it showed me only one program that was blocked, which was my
malwarebytes program. This has never happened to me before. So I clicked
that program to unblock it but when I rebooted, the balloon and icon
reappeared on the system tray.

Can anybody please tell me how I stop this ugly icon and the balloon coming
up,
each time I reboot?

I appreciate any help given.

Download Ubuntu from www.ubuntu.com, back up your data and nuke Vista
and install Ubuntu and you will have no balloons or need for any anti
malware programs.

It's free and comes with access to thousands of free programs.

I have not added anything. The only thing I can think of, is that it must
of been a Windows Update and therefore this balloon and icon, now show.

So what do I have to do to stop it coming up and showing on the system tray?

I do not want to do anything that I shouldn't, so I need exact instructions
on how to deal with this please.

Pay no attention to this worthless troll. Do yourself a favor and killfile
him.

Try to boot into safe mode and see if you still get the popup. My guess is
you have a bug that's preventing it from opening.

Okay. Sorry to appear a bit stupid, I am not computer literate. How do I
boot up in safe mode?

Reboot your computer and tap the F8 button before Windows starts to load. A
menu should appear. Select SafeMode.

All of which are useless.
I can't even program a microchip because it turns out there's no Linux
support from my vendor. BlueRay disk didn';t wor with U Boo nnnn too
