Bars on Screen

I just got a Dell Inspiron 1501 laptop with Vista Home Basic on it, not even
a week ago and so far this has happened about 3 times. I get these bars on my
screen and the computer freezes, and then I'm forced to turn the power off to
get it to do anything. This has happened when I closed a program, restarted
the computer, and when I was in the middle of using a program. I have no idea
if this is a Vista problem or a Dell problem.
Has anyone else had this happen to them?

If this laptop is new, RETURN IT for warranty repair or replacement. Don't
mess with it. New equipment should not behave in this manner.
