What is the best (open source, free) Vista X11 program for the task:
I need it to access a Linux box where they share a common ARRIS Cable
modem...

I really don't want to be bothered by using the keyboard & mouse I bought
with the unit -- that is what X11 is for!

It's not been updated for some time (at least when I last checked) by
Kenton Lee's X/Motif page used to give a pretty comprehensive list of
what was available. Suggest you start there and try some of the ones
listed. I was always partial to xmgr - because it allowed several
concurrent sessions - they used to have an eval that never seemed to
expire.

pendrivelinux.com also has a setup for installing a linux inside an
emulator on your MS computer (several articles and resources).

What about putty and xming?
Of course I don't know if xming is vista-compatible ...

Hmm, a cheap kvm switch maybe?

vista policy violation: Microsoft optical mouse found penguin patterns

Doesn't PuTTY do the job?

Have you looked at Cygwin ? I really like it, I currently use it as a SSH
and X11 server from my Windows Server 2003 box. SSH is much more secure
than Telnet, and it lets you mount drives as SFTP which is pritty cool as
well.
