Big bug with users account manager.

Hello,

Yesterday, I created an standart user account on my Vista business with
the account manager in the control panel and I disabled it with the
computer manager > user manager.
After a restart of computer, it was the only one account enabled, no
more administrator account enabled, because I had disabled the default
administrator account.

Fortunately, I recovered my administrator account with a system restore.

I think, it's a bug.
