(BITS) 2.0 and WinHTTP 5.1 keeps reinstalling

(BITS) 2.0 and WinHTTP 5.1 installs fine, reboot and try to get all my updates
it detects to reinstall (BITS) 2.0 and WinHTTP 5.1 again and again, i cant
get my updates.
I checked registry and it says this is installed, but still keeps requesting
it to be updated, its locked up my update on this file
