BITS Disabled and cant register wuaueng.dll

I am running Win2k3 Server Std Edition. I had Auto-updates shut off for
policy reasons. Recently went to do a manual update and decided to upgrade
to "microsoft update" at the same time. I believe I had both update site
windows open at the same time unfortunately and I think they confused each
other not to mention that I hit "Canceled" something along the way as well....
The result is that my BITS service is Disabled and it will NOT enable - just
hangs there and does nothing.. Also, the Automatic Updates service is
non-existant. I have been reading dozens and dozens of these threads and
tried at least half of them to no avail.. The main problem is that the
wuaueng.dll will NOT register. I will attach the end of the Windows Update
log for you to see, but let me say that everytime I try to register
wuaueng.dll, it does not give me an error, but it does NOT come back with a
"successful" message either and if I check my Task manager, there is a
regsvr32 task stuck that never completes. If I go to the Windows Update of
Microsoft Update, they both say I need to update my files, download and start
registering.. It hangs at that point for about ten minutes and then comes up
to the "unable" window and suggests I try getting some help.....

Any would be appreciated...

Use DependencyWalker to profile the regsvr32.exe command.
It will show you more information about the other modules which
are being used by the wuaueng.dll. For example, it could show
you that the hang is occurring in a different module which might also
require re-registering or replacing. Etc.

Another thing which that tool could make apparent is whether you
have any third-party programs active which might be interfering.
Those could also be avoided by doing such things as testing under
a safe mode boot or doing "Clean-Boot" troubleshooting. Etc.
