BITS error: 800706BA

So today I've turned my computer on, had updates necessary to install
but I couldn't install them. Vista (Home Premium 32bit) popped up wit
an 800706BA error

Now after having done some research on the matter, it appears there i
a problem with my BITS service. No amount of restarting will help, al
dependencies are running, and as soon as I start the service, it stop
again

I looked it up on the Microsoft site, and they have two solutions. On
is a manual solution that involved deleting several qmgr dat files fro
a directory. This did not work. They also have an executable that yo
can download that is supposed to fix the problem. It did not work fo
me; it states that there is nothing wrong with BITS

This is where the help trail ends. According to every other scrap o
information I've been able to find, this exe has worked for everyon
else, bar me

Any ideas

That was the executable I was referring to in the original post that did not
work. It simply gave me a message stating that BITS repair is not needed at
this time. Clearly however it does need to be repaired, as it refuses to
start.
