BITS ERROR---HELP!!!

I have alot of windows xp workstations that are experiencing BITS errors
during the windows update downloads. I have executed the following command:
"bitsadmin /util /repairservice /force". Which corrects the problem until
the workstation is restarted or rebooted. Then I executed some dll commands
that I located on this site. But the error reappears... If you have any
suggestion or solutions, they would greated be appreciated...

Look to the installed security software as being the cause of the issue.
Specifically, the antivirus component.
