The errors you posted are "hybrids" of the errors listed in an MSKB
article. Which leads one to believe that 3rd party software is the most
likely cause of the issue.
Is a Norton 'product' installed on the PCs ?

Suggest you start with the KB article on BITS issues:

You may receive an error message that contains the "0x8DDD0018" code or
the "0x80246008" code when you try to download updates from the
Microsoft Windows Update Web site or from the Microsoft Update Web site
http://support.microsoft.com/kb/910337

Start with the steps listed for

If that doesn't resolve the BITS startup failure, then try the steps for
XP listed for

any idea what is casuing the bits problem? no antivirus software installed.
we run a script for wsus console - AU_Clean_SID.cmd then after that it runs
an sms client.msi install. we have other pc's that are running the same
scripts but the problem is not happening on them. thanks.

Usually, BITS corruption/errors are caused by security
software[AVs/firewall-proxy/etc.] It may also occur with security
configurations that change required access perms. For some PCs to have
the issue and others not, is odd, Tina.
