BITS service won't start

My Windows Update downloads failed. I looked up the error code,
80246008, on Microsoft's site, and followed the procedure for adding
BITS to netsvcs in the registry. I rebooted, as per instructions, and
the Windows Update downloads once again failed. I looked in Services for
BITS, and it was not started. When I attempted to start it, I got Error
1058: "The service cannot be started, either because it is disabled or
because it has no enabled devices associated with it."

Where do I go from here? I want Windows Update to work, for obvious
reasons.

Jonathan, did you ever fix this? I am having the *exact* same problem. Can
anyone help?
