BITS Won't Start on XP SP2

I am getting the following in my system log.
Event Type: Error
Event Source: Service Control Manager
Event Category: None
Event ID: 7024
Date: 5/11/2005
Time: 6:57:59 AM
User: N/A
Computer: NSSTPA4087W
Description:
The Background Intelligent Transfer Service service terminated with
service-specific error 2147500053 (0x80004015).

I have tried deleting the downloader directory but that doesn't seem to fix
it. here is the output from sc sdshow bits command

DA;;CCDCLCSWRPWPDTLOCRSDRCWDWO;;;BA)(A;;CCDCLCSW RPWPDTLOCRSDRCWDWO;;;SY)(A;;CC
LCSWLOCRRC;;;IU)

Is this correct and if not can someone post what it should be.
I have logging turned on but it seems to be a binary or encrypted file is
there a utility I can use to read it? Any help would be greatly appreciated.

Hmm... Sudheer was pointing users to an old thread but the format of the links has changed
since then. So we need to do some splicing and hope that the Message-ID is still current
under the new format. Unfortunately Google Groups doesn't seem to have it, even when
I tried correcting the Message-ID from the web interface's lowercased-truncated form
to the proper uppercased-addressed form:

The bit we want to preserve is the stuff that is written between &mid= and &sloc=
Then we just want to take any new link (e.g. I used the one for your post), remove its Message-ID
and replace it with the one from above.

That procedure yielded:

which turns out to be a post by Narayana Mahankali [MSFT]
