BITS2.0/HTTP5.0,WinInstaller3.1,Validation: downloads... and fails instantly

Windows Update has become completely useless for the Windows 2000 SP4
systems I manage.

The first problem was that the winhttpd server doesn't read IE's manual LAN
proxy settings, and the PROXYCFG commandline tool is not included with any
W2k service pack install, so it'd ignore the proxy and try to go direct,
which of course fails due to the firewall. But even after getting PROXYCFG
and giving the system direct unfirewalled Internet access, it seems Windows
Update still does not work.

As a test, I formatted a drive with Windows 2000 Pro, installed W2kSP4 and
IE6SP1, and Windows-Update still fails on this fresh, brand new system..
Update says it needs to install new software:
- Update for Background Intelligent Transfer Service (BITS) 2.0 and WinHTTP
5.1 (KB842773)
- Microsoft Windows Installer 3.1
- Windows Genuine Advantage Validation Tool (KB892130)

These three packages download, but then immediately fail to install.
Repeatedly re-running update does not fix the problem. Maybe the windows
update log can give some insight? I've been using Windows Update for many
years without any troubles like this. (I've used it just fine as recently as
April 2005.)

Some previous discussion about an attempt to diagnose a similar problem
last year has been aged out of the Communities' cache but it still available
via Google Groups. That was with WUv5 so the messages and codes
are slightly different but the essential problem symptom is the same:
"Failed to find token for SID"
