Black Desktop and No Tabs

I've just started up my computer and my desktop is black yet I can still see
the icons and use everything perfectly fine. I tried to add a wallpaper but
it said my desktop is disabled.
I also went to use my internet and the tabs have disappeared. I have double
checked that tabs are still selected in the internet options, and they are.
Any suggestions or help would be appreciated.
Thankyou!

Sounds like Spyware, try booting into Safe Mode and run a scan using your
Antivirus utility and Windows Defender Antispyware utility. Disable System
Restore before running these utilities and before logging back into Normal
Mode.

You probably try a System Restore and see if it can fix it.

Unfortunately when I turned system restore off it somehow deleted all my
restore ponts??
I did try to do a system restore before I did the safe mode thing and it
said that it could not be completed.

Yes, that's what it does. You told it you didn't want to use System
Restore and it took you at your word.

Why did you turn off a valuable tool like System restore?
