Black screen after login to Windows vista

I have a Dell Insperion laptoop with Vista loaded, after turning the computer
on, then was able to log in, after that the screen goes to black when the
start up programs should be running, and all thats left is the mouse cursor...

Nothing else works, cannot ctrl+alt+del or anything, I have been on the
phone with Dell and did an F8 and tried to restore multiple times at
different intervals, and ran the start up fix, all is the same.

Does anyone have any ideas what could be causing this or how I can fix this?

From 'Safe Mode with command prompt' (F8 on restart) you can run SFC
Some Windows Vista functions may not work, or Windows Vista may stop
responding:
