Some things to try:
Go to Start
Then select: Run
Type in: regsvr32 inetcomm.dll
Then press Enter.
If that didn’t work then in Outlook Express
On the Menu select Tools
Then select: Options
Then select: Read
Then select: Fonts
Change the default encoding setting to Western European (ISO)
Finally in Internet Explorer delete the Temporary Internet Files including all offline content.
If the problem persists it may be due to spyware/malware/parasites:
