Blank screen on Reboot

Vista operation on Dell inspiron 1520. Shut down and restart this afternoon,
no new or added programs. Cannot get to windows -- only black screen with
white arrow after rebooting. What is going on and how to repair? Need
instructions as if I were a beginner.

Are you able to check the Event Viewer > System to see if there are any
logged reports with information that you could post back here so we can
better diagnose the problem? Have you recently attached a device to the
system that might be triggering this problem?

See if you can hit F8, ad get into Safe Mode to follow Andre's suggestion.

of going through the \"login\" screen process only to find that m
system woul
hand for around 2 mins on a \"Black Screen with White Curser\"
I am Running an ACER 6920G Vista Home Premium 32bit 86x with 4gig Ra
and a NVIDIA GeForce 9500M G
graphics card. This is the process I took to fix this issue
1. typed \"msconfig\" into search bar, \"right\" click & \"Ran a
administartor.
\"continue\" if UAC is on
2. Selected \"Start up\" tab & \"disabled all\" - requires a restart
3. I then typed \"device manager\" into search bar, \"continue\" if UA
is on
4. \"Clicked (+) to expand and \"right\" clicked on my graphics car
and disabled the card - also another restart
5. After reboot I then went back to \"device manager\", \"right\
clicke
on the card again and this time \"enabled it\" - requires restart
6. Problem fixed............I then went back into System Configuratio
\"msconfig\
and enabled all start up's
