blank update keep popping up

Dear all,

I am new to this newsgroup. I have a Simplified Chinese Windows 2000
professional system. I set the windows update to notify me when there is
update but do not download for me. However, I keep getting a windows update
icon at the system tray. When I click it, it will give me an blank windows
update window. No matter I close it or cancel it, the icon will re-appear
at the system tray. Restarting the machine sometimes help but sometimes
not. Does anybody know how to fix this?
