Blank White Screen Durring Vista Startup

I recently had to turn off the User Account Control feature on Vista in order
to resolve a permission issue. Once the issue was resolved I turned the UAC
feature back on which required me to restart the computer. Once I restared
it I noticed that there is a blank white screen displayed for about 5 sec.
and flickers before the desktop appears. Any idea what would cause this and
how it can be fixed.

Just a random glitch most likely attributed to your video display.
