Win7, 4GB, 1TB. The blocked senders part is much more difficult to enable,
and at that while there are references to 'clicking Block and Delete' inside
the Tools/Safety Options/Blocked Senders, one cannot find where this action
is done.

I know this isn't Outlook Express, but at least there was an option to
delete messages sent by Blocked Senders at the time of adding these
annoyances to the list, via two clicks or keystrokes to a menu. In addition
the Blocked Senders list appears not to affect anything in the
newsgroup-in-question, unless one performs a Reset / Delete all messages,
then a re-retrieval of that newsgroup. Smells like Outlook again.

Or is there some keystroke sequence not mentioned as yet?

No answer to this one yet. Could it be that nobody here uses Blocked
Senders either?

I seldom use 'Blocked Senders' because it is not effective against
common spam since spammers seldom uses the same 'From'
address more than once.

It is easily invoked by right-clicking on the message in the message
list pane, select "Junk e-mail", then "Add sender to blocked senders list".

Unlike OE, WLM does not offer to purge already downloaded posts
from the sender whom you just added to Blocked Senders.

It's very useful in newsgroups in reducing static from spammers as found on
alt.religion.scientology. Regardless the feature to immediately delete is
gone.

Filter Words

What is your solution to Filter Words in Live Mail?

After you find your answer have you found info on blocking key words?

I very rarely use WLMail for anything except HTTPMail access to a couple of
Hotmail accounts. Back in the day when I started with MS Outlook Express, I
found the rules feature to be extremely weak. I finally move to applications
with rich rule sets; Pegasus Mail for email, and, ultimately, 40tude Dialog
for news. There were other features I liked about Pegasus Mail, as well; not
least that it is network aware.

So, no, I've not used either "Blocked Senders", or general rules (on my own
computer) in years.

If I may answer in lieu of N. Miller: The 'Blocked Senders' feature is
ineffective at stopping typical spam since the spammer changes his
'From' address frequently.
General rules can filter typical spam emails by looking for certain keywords,
but it is more efficient to use a mail provider who does that at the server
level.
