Such blockers have only been created for OS Service Packs and Internet
Explorer. No such blocker exists for .NET Framework products that I'm aware
of.

The *correct* way to implement this desired result in WSUS is to create a
subgroup for those machines that should not get .NET35, place them in the
group, and then set that group to NOT APPROVED for the update. (Make sure
the update is also not approved for any other groups those five machines
might be a member of.)

On a side note, check out this:
http://technet.microsoft.com/en-us/u.../dd365124.aspx

"Q. Will this Internet Explorer 8 blocking mechanism also block delivery of
Internet Explorer 8 through Software Update Services (SUS), Windows Server
Update Service (WSUS), or Systems Management Server (SMS)?

A. No, this mechanism only blocks automatic delivery of Internet Explorer 8
in environments that do not use SUS, WSUS, or SMS. Internet Explorer 8 can
still be deployed using SUS, WSUS, SMS, and other methods even if the
blocking mechanism is activated."
