Blocked Programs, Unable to override

Right after startup known good programs want to lauch but they are blocked.
I was advised to disable DEFENDER - done to no avail.
Windows Vista itself is blocking the programs. I click the taskbar icon and
select view blocked programs but have no access to ENABLE them.

The names of the blocked programs are?
The error msg is?

Just shooting in the dark-did you perhaps enable DEP for all programs?
