Hi Phil,
I'd suspect some anti-malware product is blocking it. Whether it's Windows
Defender or something the user has installed is tough to tell without
knowing what's installed. I'm not familiar with anything that would add a
blue lock to the icon, but it certainly is indicative of some other software
blocking it.
