Blue screen of death when user control accounts turned off

A recent article in Computeractive magazine has one of the instructions for
some software installation as initially turning off user account control and
re-booting. I know for a fact that if I do that I get the BSOD and have to
get into safe mode to get back to turn it back on to get my PC back to
normal. This can't be right?
