Bought XP Pro w/SP3, Automatic Updates in services.msc can't activ

I purchased Windows XP Pro with SP3. When I go to
http://www.update.microsoft.com The Error number: 0x8DDD0018 page is
dispalayed: "The site cannot continue because one or more of these Windows
services is not running:"

I used services.msc to make sure these were started:
Automatic Updates
Background Intelligent Transfer Service (BITS)
Event Log

but, when I try to change Automatic Update's "Startup Type" from "Disabled"
to either "Manual" or "Automatic" It reverts back to Disabled.

Please help!!

ERROR_SERVICE_DISABLED
The service cannot be started. If BITS service is disabled by the
Administrator, or because it has no enabled devices associated with it.
ERROR_SERVICE_DISABLED then this error will be seen.
BITS has been disabled. Enable the BITS service.


You may receive an error message that contains the "0x8DDD0018" code or the
"0x80246008" code when you try to download updates from the Microsoft Windows
Update Web site or from the Microsoft Update Web site

First - ensure you do not have "Vundo". Clean it up if you do.

It seems possible that your Windows installation has been deliberately
damaged by a trojan (Vundo, along any uninvited guests. (SDBot and ZLOB, all
protected by a rootkit.)) so as to prevent you updating your system or
removing the trojan.

Your first priority must be to cleanse your PC of all malware.

A very good antimalware app is SUPERAntiSpyware and Malwarebytes
Anti-Malware.

There is a free version (on demand scanning only), the paid for version
includes active monitoring, similar to Windows defender:

Reboot

Try running Malwarebytes Anti-Malware... download, update, and perform a
full system scan:

E.g. using the web interface that you are posting from
press Alt-7 and enter those words.

In this particular case there have been so many satisfied participants
who also use the web interface that you can even use the Answered Questions
filter to reduce the number of messages you have to read through.
E.g. press Alt-i Enter CursorDown, CursorDown, Enter
after your search returns results.

Notice though that normally you will not be able to use the filters
successfully
even though there are relevant useful posts to be found. Unfortunately, not
enough users of the web interface bother to come back and mark posts that
they find helpful... ; }

What anti-virus application or security suite is installed and is your
subscription current? What anti-spyware applications (other than Defender)?
What third-party firewall (if any)?

Has a Norton or McAfee application ever been installed on this machine
(e.g., a free-trial version that came preinstalled when you bought it)?

Chances are that you're seeing the affects of a hijackware infection (cf.
http://aumha.net/viewtopic.php?f=48&t=37919).

1. See if you can download/run the MSRT manually:

2. Run this online scan (in safe mode w/networking, if need be):

3. Run a /thorough/ check for hijackware, including posting the requested
logs in an appropriate forum.

With the probably exceptions of downgrades [from Vista] I'm not even sure
systems were sold with XP Pro SP3. You sure even XP is legit? A bit strange
that you bought a PC that may have malware.
