configure the BIOS for the USB ports. See if another setting allows the
boot. Most likely the new system is USB 2. If the printer is more than 5
years old it most likely only supports USB 1 which might be the conflict.
Also make sure you have all the USB patches for Vista. If you are running
SP2 you should be good.
