Browser Bug

I use Win XP Professional

After the #2 update IE can't find URLs from shortcuts or when they
(URLs) are typed in.......UNTIL......I open my mail program, click on
an URL address in an email message. The page opens. Then I minimize
it and THEN my shotcuts work and I can also type in URLs.

Any ideas on how to fix this problem in IE?

1. You click on a hyperlink and an IE window doesn't even open:
