Browser not showing "accept" bar during update process

I'm using IE 7. Normally when doing a Windows Update or Microsoft Update,
one gets an additional bar below the address window that provides the
opportunity to accept Active-X updates or interaction ... that bar never
appears on my browser. I have numerous automatic updates waiting for
installation and whether I try to install those, or try manual updates, the
process always fails. In manual updates, I'm prompted in the browser window
to install updated (probably Active-X) software, but it always fails with an
error of 0x80070020.

Running XP-Professional SP2, with lots of updates missing since then (due to
this issue). Browser is 7.0.5730.11

The "FixIt" tool from Microsoft did not change anything. Have disabled
firewalls, virus checking, etc.

Test this WGA diagnose test, connection to MS, that scripts working.

For XP DAF
Go ahead and download Dial-ª-Fix.

Scroll down about 2/3 of the way to Download Dial-ª-fix

Click the Double green checkmark and click Go.

Reboot


Try the
<http://windowsupdate.microsoft.com/>

and D/L your updates

See if the system can update now.

I believe, you should run MBAM/SAS as an additional check for
malware in their system.

A very good antimalware app is SUPERAntiSpyware (SAS).
There is a free version

perform a system scan:

Please state your full Windows version (e.g., WinXP SP3; Vista x64 SP2) when
posting to this newsgroup.

Is this a sudden, new problem or an going one?

Did you recently have occasion to reinstall Windows? If so, why and how did
you do it?

What anti-virus application or security suite is installed and is your
subscription current? What anti-spyware applications (other than Defender)?
What third-party firewall (if any)?

Has a Norton or McAfee application ever been installed on this machine
(e.g., a free-trial version that came preinstalled when you bought it)?

You receive error 0x80070020 when you use the Windows Update Web site or the
Microsoft Update Web site to install updates:
