Ouch - never heard of this before

It may not be necessary. Usually other versions of the file
can be found, such as in \windows\system32\dllcache.

Boot up to the command prompt (by selecting f8
during the boot to get the selection menu)

First find out which copies (if any) you have.
from the cmd prompt, type
c: (enter)
dir /s browseui.dll (enter)

Assuming it exists in dllcache
copy the file from the dllcache to system32.
Use the "copy" command with a syntax similar to this:
copy "c:\windows\system32\dllcache\browseui.dll" "c:\windows\system32"

As soon as you can boot the system, consult te KB article
(WHICH ONE ?) again in case there is more to do

Try using System Restore, choosing a Restore Point which predates the unwise
shutdown.
