Bug: SmartScreen Filter causes downloads to fail when no net acces

Steps to repro:

Install IE8 (on Vista or XP).
Accept default/express settings on first use - this will result in
SmartScreen filter being enabled.
Ensure that machine cannot access the internet (internal network access only).
Visit any (internal) web page containing a file download. Use the server
FQDN to ensure that it is loaded in the Internet zone.
Click on the file download link.
File download dialog pops up, progress bar moves, but download never
completes.

It seems that IE freezes while the SmartScreen filter attempts to connect to
the internet to verify the download. However, there is no error message to
say what is happening to the user.

If you disable SmartScreen filter, then this problem doesn't occur (the
download completes). Similarly, if you visit the same web page, but ensure it
is loaded in the Local Intranet or Trusted Sites zones, the problem does not
occur (presumably the SmartScreen filter does not kick in for these
downloads).

Apparently you found another impact with the SmartScreen/Phish filter
when accessing non-Internet hosts.

I've read similar advice elsewhere. Making spartan IE8's features and
plug-ins helps promote snappier response from it.

- Remove all sites from the Restricted Sites security zone. Thousands
of entries (added by anti-malware programs) in this list will
severely slow IE8. Known bug. Manual removal is tedious. Save
http://www.mvps.org/winhelp2002/DelDomains.inf to a file, right-
click on it, and select Install. This will make registry changes to
delete the ZoneMap entries and recreate them (but empty). ALL sites
in every security zone are deleted. If you have entries in the
Trusted Sites zone, record them before deletion.
- Uninstall or disable unnessary add-ons.
- Disable the SmartScreen filter. This was the Phishing filter in IE7
and renamed in IE8 with some enhancments. It will still, however,
slowdown web browsing. Your anti-virus/malware or other security
software may already include a web shield.
- Feeds and web slices will slow web browsing to check and retrieve
that content. To boost web browser response, disable the following
under Internet Options -> Content -> Feed and Web Slices settings:
Automatic check for feed and web slice updates
Turn on feed reading view
Turn on in-page Web Slice discovery

This one can significantly slowdown IE7/8:
- Disable the "Java Plug-In 2 SSV Helper" add-on. It is not needed
in newer versions of Java and causes tabbing slowdowns in IE7/8
(http://bugs.sun.com/bugdatabase/view...bug_id=6792558).
Sun is not removing this remnant file during an uninstall
(http://bugs.sun.com/bugdatabase/view...bug_id=6747116) so
this remnant file lingers into a new version install.

Security is the anti-thesis of both ease-of-use and performance. All
security will impact the responsiveness of your host or an app. Also,
often there is overlap in security mechanisms. Your anti-virus/malware
program might already include a phishing filter through its own web
guard so the phishing filter in the web browser is duplicated effort.
