Bug in sp2 download - registry change

After multiple attempts to download sp2 for home xp following instructions in
MKBA #873148 and changing permissions in the registry for the appropriate
keys logged to Setupapi.log (HKCR\vnd.ms.radio, HKCR\.DVD, HKCR\.AudioCD,
HKCR\.Folder), I find that running sp2 installation removes the permissions
that I just granted through regedit. What is going on here? Virus scans are
clean (McAfee, Trend Micro, Symantech) as are scans for adware (Ad-Aware,
Spybot S&D, etc.).
