Reference MS Article ID 555910, dated 3 April, 2007. How TO: Enable the
build-in Administrator account in Windows Vista.

I would very much appreciate a clarification regarding Administrator
Accounts or profiles. I am planning to purchase a new Dell XPS 630 computer
with Vista Business in the next month or two. I am trying to become
familiar with Vista before I receive the computer. If I understand it
correctly, when the first bootup is made with the new computer, a user
account is created that has administrator privileges. According to the
above referenced article, there is a build-in Administrator account. Also
in this article, under the Applies To: Heading, it does mentions only
Windows Vista Home Premium and Windows Vista Starter. However, I have seen
some postings or internet articles mentioning the built-in Administrator
account, not clarifying what versions of Vista that it applies to.

Question: When I receive my new Dell computer and complete the initial
bootup, the new user account, and final install, will that be the only User
Account on the computer with Administrator privileges? Thanks for any help,
Sam.

in Vista all active accounts have standard privileges,
the first account has standard privileges and it can elevate itself via UAC
prompt when needed

there's an hidden account but it's disabled by default.

The article is relevant to Home and Starter as they do not initially give
you access to the appropriate GUI tools to activate the Administrator
account.
Answer to Q - no there will be the (default and disabled) Administrator
account and your account that you will create during the initial OOBE (out
of box experience) which will be both be members of the administrators local
group

Thanks very much for your replies. Regarding the default/disabled
Administrator Account, how do I access and then disable this account? I
don't plan to use this account on a regular basis, but would like to have
access to it just in case that I may need it. Based upon my experience with
windows XP Pro, my other concern is to make sure this account has a
password. Thanks again for any further help, Sam.

You can run a command from the prompt, or use the GUI like this

Show default Administrator on Welcome screen

Go to Start/all programs/accessories/run, and type:

control userpasswords2

Advanced tab, Advanced button, Users folder, rightclick Administrator,
Properties, uncheck checkbox for "Account is disabled"
Restart Windows.

(or from the prompt)
Net user administrator /active:yes

As has been previously mentioned, the default Administrator account is
disabled by default.

If you want to enable it, have a look at pages like this :
