The only reason you can obtain an upgrade (for 2009) --> your version
predates the last (ever) 2009 build released (WLE QFE3)
Windows Live Downloads

- all links to download on the above link (my blog) are direct from the MSFT
servers
- if you are using 2009 (it might be wise to download the last full version
2009 install file as insurance in the event MSFT removes the files from
their server in the future - i.e. plan ahead)
Windows Live Essentials Application Version(2009) Numbers

Regarding newsgroup posting issues - the changes impacting those were mostly
unique to the 2011 version (not 2009).
- e.g. Not inserting a > for quoted text in nttp newsgroup replies; printing
problems in IE8/9; pre-pending a question ? at the beginning of a reply.
****If you are referring to other nttp issues, please provide info on them
for discussion in this forum before installing 2009 QFE3 since upgrading may
not be prudent until those are understood****
Note: Some of the corrections made caused by other applications (e.g. IE8/9
etc) were only made to the latest 2011 version (QFE2) due to the last 2009
code (QFE3) being frozen upon release in May 2010.
If Messenger is not installed (or using XP and not Vista and Win7) it may be
the reason you have not seen an upgrade request (in Microsoft Update or from
the program itself) since the 2009 QFE3 version was a mandatory upgrade
(primarily applicable/required for Messenger even though some under-the-hood
fixes were included - calendar database robustness). Anyway here's the
article regarding 'mandatory'

I dint know I could still get WLM 2009 upgrades. I have stayed away from
