The rest should be obvious once you get there.

You can choose to add more (an entire) holiday calendars, not import a specific Holiday. Holidays are read only(no edit or delete
ability)

Click on the 'question mark' in the upper right
Click Help

When you first use Windows Live Calendar, a holiday calendar for your country or region is automatically created if it's available.
This means that you don't have to manually create events (A scheduled activity, such as a meeting, party, appointment, or similar
items that you enter into a calendar.) to remind you of important holidays. You can also add other holiday and lunar calendars.
Sign in to the Windows Live Calendar website with your Windows Live ID (The e-mail address and password that you use to sign in to
Windows Live programs and services such as Windows Live Hotmail and Windows Live Messenger; Microsoft services such as Xbox LIVE,
MSN, and Office Live; and anywhere else that you see the Windows Live ID logo.) .
In the tables below, click a link for the holiday or lunar calendar that you want to add.
To add the calendar, click Subscribe to this calendar

Import calendars from third-party calendar programs and the web
You can import calendars from sports, movie, and other third-party websites that support the ICS (iCalendar data exchange format.
One of the file formats for the iCalendar standard calendar data exchange format. This format allows you to exchange calendar
information between different calendar programs. Importing an ICS file provides a snapshot of the events in the calendar at the
time of import.) file format, and from third-party calendar programs that support the ICS file format, such as Apple iCal, Google
Calendar, Mozilla Sunbird, and Mozilla Lightning. You can also locate calendars that use ICS files, such as lunar cycle or holiday
calendars, by using Bing. To import a calendar from a website:
On a third-party calendar or website, download and save the calendar to a folder on your computer as an ICS file. For more
information, follow the instructions on the third-party website.

On the toolbar, click Subscribe.
Select Import from an ICS file, and then click Browse.
Browse to and select the ICS file that you downloaded.
Click Open, and then do one of the following:
Click to expand: Import the calendar into a new calendar
Click Import into a new calendar.
In the Calendar name box, type a name for the calendar.
Click the color that you want to assign to the calendar.

Import the calendar into an existing calendar
Click Import into an existing calendar.
Next to Select which calendar, select the calendar that you want to use.
Next to Prevent duplicates, click one of the following:
Only keep the new events: Events previously imported from the same calendar will be replaced with newer versions of the same
events.
Only keep the original events: Events previously imported from the same calendar are kept, and only new events will be imported.


Click Import calendar, and then click Done.
Note
Calendars that you import from ICS files aren't updated after you've imported them, and won't reflect any changes that the calendar
owner makes until you import a new version of the ICS file. However, if the ICS file is published online, you can subscribe to it.
When you do this, a new version of the ICS file is imported whenever the calendar owner makes a change to the calendar. In this
way, you'll always have the most up-to-date version of the calendar. For more information, see Subscribe to an online calendar.
