Is your Windows Live profile actually set to the UK though? Messenger doesn't rely on your
actual physical location but what you've entered as your home location within your profile.
You can change and check these settings at:
https://account.live.com/EditProf.aspx
Any particular reason you wish to use Live Call? Frankly the rates are the same (if not more
expensive) then other competing services and really isn't worth it - not only is the
documentation bad, but support/billing is nearly non-existent.
