This is the SBS group, but I'll give you the best info I've got on EBS. EBS
does enforce CALs - there's a whole part of the management console designed
to allocate CALs to users or devices. I believe there is a 30-day period
after installation of the management server where it doesn't enforce
licensing, and hopefully that'll be long enough for your purposes. Also,
I'm pretty sure that retail EBS includes 5 CALs like SBS does - not sure if
those are built into the software like SBS, or if they need to be installed,
but maybe after the installation you'll see 5 CALs in the console.
I didn't see anything in here about the 5 included CALs, but you might get

Not that this is a definitive answer, but I've been getting TechNet Plus for
many years and have never seen a way to order or get paper CALs. As far as
I know, everything available is in the download section - there's a way in
there to request license keys, so maybe that's where you go to get them.
